Around hundred pages of the manuscript of Antun
(Anthony) Radic (1868-1919) delineate the concept of "popular
policy", one of the crucial terms of his political reasoning. The nucleus of the related vocation is presumed & recognized as the primary call of the political issue of the Croatian Popular Peasant
Party. Considering sovereignty of people (and the level of its affirmation and
veracity) as the essential principle, popular policy considerably differs from
"the former or conservative policy of rank" and/or "recent liberal or true policy of
rank". The basic criteria of Croatian popular policy do presume the standard of
"state and law" (a), concept of "peasant" (b) and Slavonic (c)
policy. "Popular educational establishment " ("knowledge" and
"honesty") is required as the prerequisite of popular policy. The main purpose of popular policy is
"popular government" ("democracy"). The prerequisites of popular government
(democracy) are: a) popular education (knowledge); b) honesty (morality) and c)
control. Radić does differ (among other Ecategories) "real/true
democracy" ("real/true national government") from b)
"social democracy" ("social government").
Two severe opponents to the popular Egovernment (democracy) are a)
common-people (populace) ignorance and b) upper-class
corruption/immorality. The pattern of the popular policy/government accentuates the name
("popular") of the party. In the opinion of Radić, the general approach of Croatian policy referring state and legal system should attribute the reference of
"popular" concept.
Key words: Antun Radić, popular
